Information and procedures for conducting tests and events in general on the state highway

Definition

The holding of tests, sporting competitions and/or events in general that may or may not interfere with the movement of people, vehicles and/or animals on state highways is regulated by ARTESP ordinance 93 of August 17, 2022, the request for which must be directed for prior analysis by the Concessionaire and subsequent authorization by the Regulatory Agency.

 

According to article 1 of this ordinance, sporting events or competitions include athletics, motor racing, motorcycling, cycling and similar events, including rehearsals or preparations.

 

Events in general are understood to be any other use of the right-of-way, as follows: roadway, shoulders, security areas on granted state highways, such as filming, photographic recordings, vehicle tests, tourist tours, cycling, religious demonstrations including pilgrimages.

Procedures and request

The holding of events on the highway depends on prior communication by the applicant and/or person responsible for the event to the competent authorities and the respective issuance of authorization for its holding, in accordance with ARTESP Ordinance 93 of August 17, 2022.

 

In its article 10, the Ordinance prohibits the holding of events within the highway right-of-way, when the measures adopted during the technical analysis do not guarantee the safety of participants and highway users, as well as when there are no alternative access routes to neighboring communities or the local traffic service level is exceeded.

 

Therefore, the organizer who intends to hold the event on the highway must follow and comply with the procedures and guidelines described below.

Request

The request must be filed within a minimum period of 90 (ninety) days, prior to the date of the event, presenting all the necessary documentation mentioned in the aforementioned Ordinance, for analysis by the Concessionaire.

Approval from the regulatory agency

After meeting all the premises of the current standard, the process will be submitted for approval by ARTESP.
